Panel: Launcher: "Add Launcher"

Hi!

What criteria has the panel for determining if it displays the "Add
Launcher" entry in the (panel main launcher item) dropdown or not?
Because, usually the "Add launcher" is present, just in one dropdown of
a main launcher (which has many, 17, entries, 2/3 of the screen), the
entry is gone :)

Also, the direction of the arrow on the button used to display the
dropdown should be:

- facing downwards when the panel is at the top and the dropdown is
closed
- facing upwards when the panel is at the top and the dropdown is opened
- facing downwards when the panel is at the bottom and the dropdown is
opened
- facing upwards when the panel is at the bottom and the dropdown is
closed

I think the check for where the panel is on the screen (top or bottom)
is missing here? (yes, mine is at the top ;P)

Or am *I* missing something ? :D

Also, can one disable the "Add launcher" and "Delete Entry" stuff
somehow (per a configuration option?). So that I don't misclick one day
and mess up everything set up in the panel till now ;)

Also, can there be a tooltip on the "arrow" button (the one to open a
dropdown) as well? (maybe the same tooltip as on the corresponding main
launcher button?)
