Actually I meant 'array' in the physical sense not the the data
structure sense. I meant that the panel just becomes a single row or
column of PanelObjects.

A minor by-product of this scheme is the possibility of switching off
popups. I tend to have more icons than popups -- I could just switch off
the empty ones.

Looks like Eugenia's vision is coming closer to reality.
