libxfcegui4 now in cvs

Hi all,

I've added libxfcegui4 (draft) to the CVS. The goal is to allow Jasper
to start porting the panel to use it.

An example is provided in libxfcegui4/example on how to use the
movehandler (and the library).

Keep in mind it's a WIP. But existing API should not change.
