Howdy,

Redhat 7.3 ships with gtk2 RPMS.  I haven't attempted to compile xfce4 
myself but I imagine you need the following:

gtk2-2.0.2-4
gtk2-devel-2.0.2-4

Check your installation media for the appropriate packages.
