Certainly it's trivial to resize the decoration images, but you get a blurry, ugly result when you scale up from the native sizes.  I agree that there aren't many HiDPI xfwm4 themes, and that's unfortunate, but that's the right way to do it.

xfwm4 and xfwl4 do support SVG-only themes; I suppose they could be made to render the SVGs at their native size times the scale factor, instead of always at their native size.  But if a theme has an XPM base, or PNG overlays, that wouldn't be possible to do without a loss of image quality.

xfwl4's decorations code can't be changed easily to accommodate this, unfortunately, but it sounds like a worthwhile thing to try to implement in the future, assuming there actually are popular SVG themes out there that people use.
