Up arrow not working

Sounds like you might have somehow told xfce to map the key to something 
else.  Look in Settings -> Keyboard -> Application Shortcuts and see if 
you have anything mapped to the down arrow?  (You can also look through 
~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-keyboard-shortcuts.xml)

I can't think of anything other than that.  Maybe others can chime in.
