Might not be a XFCE issue.  Try using xev or evtest and see what 
keypress registers when you press up arrow.  If it's not the expected 
key, then your issue lies elsewhere (probably udev - see 
https://wiki.archlinux.org/index.php/Map_scancodes_to_keycodes).
