Hi,
xfce4-weather-plugin, works fine (I use it daily) on xfce4-panel 4.13.x (despite it is Gtk2 only). I started to port to Gtk3, but it's in stand by (lack of time).
xfce4-cpugraph-plugin also works fine (when I used it, on my FreeBSD box with unstable releases).
