GTK+ check boxes not properly scaled on HiDPI with Xfce 4.13

Dear Xfce folks,


With Xfce 4.13 and GTK+ 3.22.26 the majority of things is scaled 
properly on the HiDPI monitor Dell U2718Q.¹

But for example the GTK+ check boxes are not scaled properly. This can 
be seen in GNOME Terminal and Thunderbird 52.7.0.

With the environment variables `GDK_SCALE=2 GDK_DPI_SCALE=-1`, the check 
boxes are scaled properly.

Do you know how to get this behavior by default?

¹ Only the onscreen menu of the monitor looks blurry. ;-) Those vendors.
