Missing workspace display -

I have an updated Fedora 27 beta installation the I have been using for 
several weeks. I normally keep it set for 12 workspaces.

Recently it has changed to displaying only one workspace and I have not 
been able to determine what has gone wrong. XFCE "Settings" still shows 
all twelve but as I said I can only access one and that is very 
inconvenient to deal with.

I asked on the test list last week but there has been no response there.

How can I fix this?
