Maybe you could try:
Right click on the bottom panel
Select "Panel >"
Select "Panel preferences"
Unmark "Lock panel"
Then place your cursor at the right or left edge of the panel and
drag it to the bottom
If that works you could mark "Lock panel" so that it stays that way.
