Forum posting / kiosk mode xfce4-panel with default plugin "windows-buttons"

Hello List,
I am trying to find a solution to the problem explained in this thread
http://forum.xfce.org/viewtopic.php?id=10111
Besides the forum i am also trying IRC(no respons on forum or IRC, could be
me being impatient). I would appreciate if someone with knowledge of xfce
would look at my problem to determine if i am doing something wrong or that
there is a bug, which i am willing to add to the bug-tracker if determined
so.
Here is the problem subscription whic is also available on the forum
I am trying to get an immutable panel in a xfce4 environment with a
specific widht, full length and only the plugin "Windows Button enabled"
I am creating users who are able to log in to vnc-sessions.

What i have tried thus far:
Rebooted
Result when creating new user : I get "Welcome to the first start of the
panel" dialog When i setup the panel I notice that a new xfce4-panel.xml
is made in the user-home-dir.
Added 'locked="*" unlocked="root"' to
/etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml
Rebooted
Result when creating new user : I get "Welcome to the first start of the

Removed the locked unlocked entry from
/etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml
Added /etc/xdg/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml to the skel
directory WITHOUT the locked and unlocked entry in .config/.../...
Rebooted
Result when creating new user : The panel is the way as i want only its not
immutable
If i edit the xfce4-panel.xml in the user dir and add the locked unlocked
entry
Reboot
i get "Welcome to the first start of the panel" dialog
When i remove locked unlocked entry in xfce4-panel.xml in the user dir
reboot
the panel is ok(but not immutable)
Questions:
How can i have immutable panel for my users?
If no answer can be given how can i troubleshoot this further?
