Xfce4 is a DE and Thunar is required by the desktop. You could also use
another file manager with a desktop option for the desktop, but a lot
could change, some users e.g. are used to gvfs.

Rodent is amazing too, but some versions do not perform good and the
work-flow isn't to everybody's taste and might require command line
knowledge, but then it's also more powerful than Thunar is.
One issue of Xfe is, that it doesn't allow to delete files and dirs by
the delete key. Thunar (at least without gvfs, perhaps it moves to
trash if gvfs is installed), Rodent and SpaceFM provide this feature.
Perhaps not important, but seemingly Xfe can't be used for the desktop,
Rodent and SpaceFM provide this feature.
Rodent and SpaceFM could be used to mount devices, if wanted, without
using gvfs (an advantage) for this task. Xfe seems to be unable to
mount devices, this could be an issue for some inexperienced users.
My recommendation is to use SpaceFM and/or the terminal. When replacing
xfce4-terminal with roxterm users get rid of the xfce4-terminal
issues, e.g. resizing the window automatically handles wrapping when
using roxterm, so at least the window could be used as comfortable as
the window of a file manager, sure, still knowledge how to use command
line is required.
