Notes 1.8.0 beta release

Hey!

I have gtk3 3.14.9, but use a local vala build from 0.20 currently,
and a hand-patched installation of xfce4-vala to work with that 0.20
version.

I didn't try with a more recent version of vala but was told it needed fixes.

the released tarball has been built without --enable-gtk3, hence the
ccode generated does not contain code for gtk3, but gtk2. not sure if
--maintainer-mode rebuilds ccode from vala files. can you try from git
instead? i did build the lib/ and the binaries xfce4-notes +
xfce4-notes-settings with success.
