Is the appropriate -dev package for xfce4-panel installed? Even than it needs further tweaks on your build environment to install the plugin in a place where it is found by the panel, which will collide with the official package.
My suggestion is that you bug the PPA owner to provide an update of the package. (That is the reason no one should use a PPA if they do not know how to deal with system breakage.)
