This is done via xmodmap(1), which is called during the login (/etc/xdg/xfce4/xinitrc).
printf 'remove Lock = Caps_Lock\nkeysym Caps_Lock = Shift_L\nadd Lock = Caps_Lock' >> $HOME/.Xmodmap
