Window maximization and margins

Is it possible to set the maximize button in the titlebar to only
maximize vertically? I use this a lot for terminal windows, but I never
maximize both vertically and horizontally.

Also, can the margins be set for only one screen? I have gkrellm as a
sticky window on one screen along the right side, and it would be nice
to be able to fill a window and have it avoid gkrellm, but leave the
other screen unaffected.

I have a gut feeling that answers to both questions will be "no", but I
still have to ask.
