I switched from my JWM session to a Xfce4 session. It is alacarte.
[rocketmouse at archlinux ~]$ ps aux | grep alacarte
rocketm+ 3916 21.6 1.0 392008 38648 ? Sl 18:09 0:00 /usr/bin/python2 -OOt /usr/bin/alacarte
JFTR on my machine, Arch Linux, Xfce4 is version 4.10.1 and the "Edit Menu" button appears.
