if I remember right, this bug was fixed with xfce4-session 4.11, but I 
never saw it with 4.10.1 .

I you use
$ xfwm4 --replace &
as Greg wrote and you have more than one desktop you have to set the 
number of desktops with the desktop properties' menu.
