Function Keys binding in Xfce Terminal

Well it is, if your application is a terminal application and you want
F1 to be your application's help.  I am looking for a solution too, in
my case I want to use F1 to see the mutt manual.  It worked until
recently when I upgraded from Fedora 18 to 19.
