limit placement of desktop icons?

In the Panel Preferences, To get there either right click on the panel
and go to "Panel --> Panel Preferences" or Xfce Menu --> Settings -->
Panel
Select the panel you are interested in (my example Panel 0)
There is a Check Box "Don't reserve space on borders". If that is
checked... it will do as you are observing. If you *WANT* it to reserve
the space, un-check/deselect that box.
My stuff (being stock Debian SID) works with both horizontal placements
of panels and vertical placement of panels.
