trouble compiling plugins on Xubuntu Precise

Now ./autogen.sh works fine for 'weather' and 'screenshot' plugins, so
I guess these plugins might need to depend on latest xfce4-dev-tools.
But nothing has changed for clipman: It cannot be configured. Should I
file a bug report regarding this?
