Hate panel interaction with window managers. Way to nullify it?

Ah! Sounds like a plan. How can I copy my top panel contents into the
bottom panel in one go? Then I'll delete the top P and move the bottom P
to the top :-) I'm presuming there is one config file for each panel
and that I can copy it at CLI?
