4.10 Xfsettingsd versus Xvesa

Xfsettingsd doesn't start on Xvesa reporting critical error, RANDR is 
too old 1.1 and requires Xorg. While Xvesa doesn't provide RANDR monitor 
settings this behavior blocks use of appearance's Icon and font settings 
(possibly others too) doesn't depend on RANDR.

On Xvesa would be better to disable only RANDR related stuff and let 
others work. This would help distributions like Tiny Core Linux to have 
a small footprint Xfce setup with no Xorg installed by default.
