my answer would be:
find which file has that dialog, in translations search for string
"always go directly to online documentation"(i'm translator, so i have
all translations in one folder) you'll find that string in libxfce4ui
translation, line looks like "#: ../libxfce4ui/xfce-dialogs.c:219", so
you open that file and see "
/* check if we should automatically go online */
  rc = xfce_rc_config_open (XFCE_RESOURCE_CONFIG, "xfce4/help.rc", TRUE);"
so open that file and edit as you need, in archlinux
XFCE_RESOURCE_CONFIG=~/.config
so file is ~/.config/xfce/help.rc

all research took 5 minutes...
