Nope. I have several Debians on both 32 and 64 bit computers with Xfwm4 as debian packages and from time to time and start to start I have to execute xfwm4 manually. 

By the way, the verve-plugin is a convenient tool for that if you somehow manage to place the command in there. Else switch to a console and 

  DISPLAY=:0.0 xfwm4 & 

should do the job.

Though it's running best on Debian 64 Bit sid with Xfce 4.8.3.
