It works fine here, Nick.
What happens all the time (happened with me when I first upgraded from 4.8 - in this install I installed 4.10 directly - and I've heard people having many different issues in the Xfce forum) is old configuration files conflicts.
So you might want to try first clearing the Xfce cache in ~/.cache and also delete ~/.config/xfce4/xfconf/xfce-perchannel-xml/xfce4-panel.xml (maybe, if your desktop configuration isn't to much complicated, just rename the whole ~/.config/xfce4 to start afresh, then restore what you may need).
