Power Manager bugs?

I run Fedora 16 with xfce4 and I think I have run into Power Manager bugs:

1. In PM General Options "when power button is pressed" is set to suspend, but 
pressing power button does nothing.

2. In PM Advanced Options "Lock screen ..." is checked, but it doesn't happen.

Should I report the above as bugs?

Suspend mode may, however, be selected as an option of the Log Out dialogue.
