shortcut to popup panel on top of full-screen application

Utilities like xfce4-popup-applicationsmenu or alt-f2 dialog works
perfectly against the full screen and pops up the menu etc. It would
be nice if the panel could do the same on explicit user request so I
can access the notification area applets without leaving the full
screen.
