I've got two possible solutions for you. It appears that different
"window manager" selections in Xfce present different window border
widths, so you my try selecting a different window manager to see if you
can find another one that suits you.
However, my preferred method of both resizing and moving windows is to
use the arrow keys. If you hit <Alt>+<Space> on the keyboard, the
dedicated arrow keys allow you to have really precise control over both
window position and window size. (Note: You may have to alter the
setting on the advanced tab of the Window Manager applet to keep the
"snap" distance from interfering with precise movement or resizing.
The way the resizing works with these keys, BTW, is that you hit the
<Alt>+<Space> key combination, then the window menu pops open, then the
first arrow key you hit will determine which border you'll be grabbing.
HTH.
