It seems like disabling the icons does help. Does this point to a
bug, or something which is misconfigured?

One thing that I've recently discovered is that the menu generation
time to appear is a much shorter duration if I invoke it very soon
after the first time. Its as if its getting cached somewhere, and
then the cache times out or gets cleared.
