Control key appears as Primary when setting shortcuts

I am using the gtk+-2.24.7 package from my distribution (gentoo
~amd64). In fact I have updated my system yesterday, and this issue has
appeared just after the update. I am not using git for that.

Should I file a bug report to whom: xfce, gtk+, or gentoo linux ?
