Network Manager or equivalent - where should I be able to find it?

What's a UMTS connection?  :-)

.... quick Google, ah, Universal Mobile Telecommunications Service. 
Presumably that means 3G type connections or similar, I don't think I
care about this for this particular case.

I think the non-appearance of NM is something to do with what I have in
/etc/network/interfaces:-

    # This file describes the network interfaces available on your system
    # and how to activate them. For more information, see interfaces(5).

    # The loopback network interface
    auto lo
    iface lo inet loopback

    # The primary network interface
    iface eth0 inet static
    address 192.168.1.4
    netmask 255.255.255.0
    gateway 192.168.1.1

(This machine is 192.168.1.4 and its IP is fixed rather than being
obtained by DHCP, hence the above)
