Are there python hooks and/or APIs for creating apps for xfce4?

There is pyxfce (http://git.xfce.org/bindings/pyxfce/) but that has
never seen a release. Not really sure if it actually works.

I don't think the xfapplet plugin works with the new gtk3 gnome-panel framework.
