No, the layout is always azerty.

Well, there are tons of keyboard models there (my machine not included),
and then the only keyboard layout explicitly mentionning azerty in the
France section is "azerty, Georgian" (no kidding), which indeed let me
type Georgian letters. Nice, but not extremely helpful...
