Sounds weird since bashrc is parsed when opening an interactive shell
(not a login shell)... Well, if you login using the startxfce4 script,
you can rename your .xmodmaprc file to .Xmodmap. The xinitrc script
installed by xfce-utils parses this file with xmodmap when it exists.
