I'd suspect that the desktop is not running. Check that with  'ps ax'.

It wouldn't be solved by reinstalling, because the 'session' will
recall that the desktop isn't running. Try running 'xfdesktop' if it
doesn't show with 'ps ax'. If that works, save the session again.
