Seems that the configure test for libSM and libICE made by Benny some 
years ago doesn't always work. I would need more information about the
system in question to test a new m4 test.

The libdbh problem seems like compilation is not being done in specified 
order by the top level makefile, since libdbh is compiled and linked along 
with the other Rodent libraries.
