New Gentoo install - why does main menu not have icons?

I recall gnome-icon-theme being enough to fix this issue, and the
dependencies seem to be fewer, this is what 2.26.0 requires:
RDEPEND=">=x11-themes/hicolor-icon-theme-0.10"
DEPEND="${RDEPEND}
>=x11-misc/icon-naming-utils-0.8.7
>=dev-util/pkgconfig-0.19
>=dev-util/intltool-0.40
sys-devel/gettext"
However, in the end I have also installed the Tango theme, it fits
better with my GTK+ theme.
