xfce4-power-manager: Issue building latest git version

Makes me think you have an older version of xce4-dev-tools and which
doesn't do much with the version requirement. You need to update it to
4.7.0 at least. Better take the latest git version and install it. It
is also a requirement only needed when building from git.
