Keyboard/Application shortcuts not working

Fellow Xfce users,

For some time now (don't know exactly when this started) my
application shortcuts stopped working. Even the default alt-f2 binding
doesn't popup the run dialog but instead prints ';3Q' in a terminal.
I've reset all shortcuts to the default ones but to no avail... I then
hoped the dist-upgrade from Xubuntu 9.04 to 9.10 would fix this but it
didn't...

What can I do/test/change to get my application keybinds working again?
