power manager settings doesn't start

mmm... i put that hal.conf on my home system before i upgraded to 4.6.1 and
all was well. but today i've also put it on my work system, but nothing
has changed, even after a reboot... the icon is still there, the power
preferences panel still won't start...

there doesn't seem to be anything in /var/log/ related to this... (though i
simply may not know where to look). nothing in Xorg.0.log or anywhere else.
