Xfdesktop goes a little too far, keeping the generated docs in svn so 
people don't even need xsltproc when doing svn checkouts.  It's probably 
enough, though, just to have the docs generation in a MAINTAINER_MODE 
section and put the html file in EXTRA_DIST so it makes it into the tarball.
