keyboard window shortcut problems

Yay!  I got the last shortcut working.  All I did was move it down to a lower 
point in the xfce4-keyboard-shortcuts.xml file.  I'm not sure why the ordering 
of the shortcuts is important, or how they got misordered, but its working and 
that's my main concern.
