ANN: xfce4-weather-plugin version 0.6.4 released

Hello,

This release fixes bug #5471 (where choosing Close on the summary fired
the Help page), bug #4641 (some icons were wrong or invisible against
certain backgrounds), and bug #4219 (Add a preference to disable the
possible distracting animations between values). At this point in time,
there are no more bugs open in Bugzilla :)

Also, the proxy check has been fixed to check the HTTP_PROXY environment
variable both upper and lowercase, and a "Forecast" menu item added to
make the existence of it more discoverable.
