More flexible new window focus setting would be nice

As for http://bugzilla.xfce.org/show_bug.cgi?id=4796 does anyone think that using "new window focus" disabled would be a sensible setting? I mean it is supposed to open even preferences windows in background. Why not have the Gnome way: http://bugzilla.xfce.org/show_bug.cgi?id=4796#c6
