More flexible new window focus setting would be nice

What you describe by the "GNOME way" is simply focus stealing prevention.

Since the comment in tBZ were made, I discovered that focus stealing
prvention had no way to work in xfc e4.6 because of several dufferent
bugs affecting both the launchers (panel, menu) and the window
manager.

That was fixed since then and will be part of either RC2 or final,
whatever comes first, and that works most likely like you expect.
