Nope, there is no menu-editor. There is a new menu implementation
(fd.o compliant), but it does not yet support menu-merging. This is
the key feature required for supporting custom menu's.

So, without support for custom menu's... there is no sense in having a
menu-editor.

We deprecated the old pager code (netk inside libxfcegui4) and
replaced it with libwnck. This reduces the maintenance overhead for
us.

Unfortunately, this also comes with a little 'different' behaviour.
Like you have described.

The only good news I can give you is that the menu-editor will likely
be back in 4.8.
