Please run

  xfconf-query -c xfce4-keyboard-shortcuts -l
  xfconf-query -c xfce4-keyboard-shortcuts -p "/<Meta>F4"
  xfconf-query -c xfce4-keyboard-shortcuts -p "/<Alt>F4"

and post the output of that.
