Well, no, that's actually a very poor reason, usability-wise. But
unfortunately the implementation is hard to fit into a better user
interface in this case.
As David suggests, we might try some kind of runtime on-demand
integration that "knows" whether or not you're running Xfce and thus
have a 'Keyboard Settings' dialog. I think Stephan was working on
something months ago, but decided to postpone it to 4.8.
